Dear constituents & friends,
I returned to the State Capitol for the Special Legislative Session ready to pass meaningful flood relief and preparedness measures to protect Texans from future disasters. We need to implement warning systems, improve our state’s emergency communications infrastructure, and help communities that are hurting rebuild.
Instead, Governor Abbott decided to push through racist congressional maps to satisfy Trump’s demands. Under the proposed maps, it would take four Black votes to equal the electoral impact of one white vote.
Redistricting should occur once a decade with transparency and public input—not at the request of a politician determined to consolidate their power. I could not in good conscience stand by, which is why I am writing to you today from Illinois. I made the difficult but necessary decision to leave Texas and deny Republicans the quorum needed to pass their gerrymandered maps.

Breaking quorum is a last-resort tool reserved for moments of crisis—and this is definitely one. With the future of fair representation for Texans and our American democracy hanging in the balance, the stakes have never been higher.
My duty is to serve the people of Texas, not partisan interests. My Democratic colleagues and I could face fines, arrest, and political attacks. But those are risks I am willing to take to defend your voice and your vote.
Because this fight is not just about lines—it’s about lives.
I will always put you first and fight for a Texas where your vote counts, your voice matters, and your community is never left behind.
With hope and determination,
Toni Rose
