Dr. Elsie L. Scott is the founding Director of the Ronald W. Walters Leadership and Public Policy Center at Howard University, where she leads research, publications, policy discussions, and leadership development focused on African American involvement in the U.S. political process, national policy, and foreign policy. Former president and CEO of the Congressional Black Caucus Foundation, Dr. Scott obtained her B.A. in Political Science at Southern University; M.A. in Political Science at the University of Iowa; Ph.D. in Political Science at Atlanta University, now Clark Atlanta University. Dr. Scott currently serves on boards including the National Coalition on Black Civic Participation and the National Council of Negro Women.
