This Day in Time – August 14

On August 14, 1970, CUNY undertook to change its demographics on a far larger scale, through what came to be known as “open admissions.” Buell Gallagher, president of City College, explained that if the university did not increase its intake of blacks and Puerto Ricans, the city would become “a balkanized collection of hostile groups held together only by a common sewer system.”
