Kimberly Bizor Tolbert is Chief of Staff to the City Manager where she directs operations and administrative affairs of the City Manager’s Office. Hailing from Tyler, TX, previously she spent almost 15 years with North Texas Tollway Authority in executive positions and before that as Assistant Director of Finance and Administration and Assistant to the City Manager for the City of Dallas. Kim received a BA in Political Science and Government and a Master of Public Administration from the University of North Texas; with the help of the prestigious Patricia Roberts Harris Public Affairs Fellowship. She was also a contract manager for the State of Texas HHHS.
