Paul Adams to be Sworn in as New Elections Administrator for Dallas County

Mr. Adams brings more than 20 years of experience, along with service in state and national leadership roles

DALLAS — The Dallas County Elections Commission is excited to announce the appointment of Paul Adams as the next Dallas County Elections Administrator, effective October 1, 2025.  Mr. Adams has extensive experience in local and county elections administration, having served as the Director of Elections for Lorain County, Ohio for the last 15 years. During that tenure, Mr. Adams was elected as President of the Ohio Association of Election Officials during the 2024 election cycle. He also previously worked in the Elections Division for the Ohio Secretary of State, coordinating the statewide voter registration database.

In response to the resignation of former Elections Administrator Heider Garcia, the Dallas County Elections Commission met on September 9, 2025 and interviewed and vetted qualified candidates. The Commission voted to appoint Paul Adams to the position of Election Administrator with a start date of October 1, 2025.

I look forward to working in Dallas County and proving myself as an asset to the voters. With over 20 years of election experience, 15 as an Elections Director, I look forward to the opportunities and challenges of this new role,” said Paul Adams, Elections Administrator-Elect.

Dallas County Judge Clay Lewis Jenkins, who serves as the Chair of the Commission, said, “I’m proud of the hardworking and dedicated employees of our Elections Department who have worked to improve voter registration, run smooth, safe and fair elections and improve the voter experience. With Paul Adams leading the team, I’m confident he will build upon that strong foundation and bring new energy and innovation to this critical role.”

Mr. Adams brings a wealth of knowledge, insight, expertise, and experience with his 22 years of service in the Ohio Secretary of State Office and as a County Elections Administrator. I am confident that Paul Adams will be an effective leader and efficient manager who will enhance the operations of the Dallas County Elections Department,” added Col. Allen West, Chair of the Dallas County Republican Party.

Mr. Adams will be sworn into office by Judge Jenkins on Wednesday, October 1, 2025. Following the swearing in ceremony, there will be a brief media availability.

The Dallas County Elections Commission is a five-member, statutorily created board, charged with the hiring of an elections administrator. County Judge Clay Lewis Jenkins serves as Chair, County Clerk John Warren serves as Vice-Chair, Tax Assessor/Collector John Ames serves as Secretary and Democratic Party Chair Kardal Coleman, and Republican Party Chair Col. Allen West serve as members.
